摘要
"双高计划"政策是高职院校创新发展政策的延伸和拓展,具有递进性、导向性、统一性内涵特征。与示范校建设政策相比,高水平高职院校建设政策的价值意蕴、目标取向、动力机制、培养路径呈现出从工具优先到基于本体价值的融通、从聚焦本土化方向走向增强国际化方向、从政府主导供给走向多元主体共生共存、从校企合作的扁平化到产教融合的立体化转变。究其原因,影响政策变迁的多维路径包括政府主导引起的内部震荡、经济发展导致的供需矛盾、社会诉求推动的外部影响、院校主体激发的政策学习。
The"Double High Plan"policy is an extension and expansion of the innovative development policy of higher vocational colleges,and has the characteristics of progressiveness,orientation,and unity.Compared with the model school construction policy,the value implication,goal orientation,motivation mechanism,and training path of the construction policy of high-level vocational colleges takes on the transformations from tool priority to integration based on ontology value,from focusing on localization to becoming strong international direction,from the government-led supply to the coexistence of multiple subjects,from the flattening of school-enterprise cooperation to the three-dimensional transformation of the integration of production and education.The reasons are that the multi-dimensional path that affects its policy changes includes internal shocks caused by government leadership,conflicts between supply and demand caused by economic development,external influences driven by social demands,and policy learning inspired by the main body of institutions.
