摘要
为指导执法人员鉴别伪造动物检疫合格证明,给基层电子出证工作提供参考,针对一张可疑动物检疫合格证明,通过出证系统对比、出证单位和人员核查、检疫证明信息甄别、可疑之处分析,推断该证明为冒用动物卫生监督机构及养殖场名义,虚构官方兽医姓名,盗用其他合格检疫证明的查询码而伪造的。该行为涉嫌伪造动物检疫合格证明和检疫印章。通过深入思考,提出了统一机打检疫证明具体样式,规范电子出证系统,制订机打检疫证明填写规范,推进检疫出证全程电子化等建议。
In order to instruct law enforcement officers to identify a forged animal health certificate and to provide reference for electronic-based certificate issuing at the grassroots level,by means of comparing the issuing system,verifying the issuing authority and offers,identifying the information concerning health certificate,and analyzing all suspicious factors,a suspicious animal health certificate was inferred to have been forged through arrogating the names of animal health supervision institution and farm,making up the name of official veterinarian,and embezzling the query codes on other health certificates. Such behavior was suspected of forging animal health certificate and quarantine seal. Some suggestions were hereby put forward,such as unifying the specific pattern of machine-printed health certificate,standardizing the electronic-based certificate issuing system,formulating the specification for filling in such certificate,and promoting the electronization of the whole process of certificate issuing.
