摘要
如何解决基层公务员职业发展中的倦怠问题,一直是世界各国公务员管理中的共性问题,也是中国当前公务员管理实践中"着力建设高素质专业化干部队伍"的重要议题。可以以个体素质为切入点,通过选择积极的个体人力资源——心理定力、公共服务动机和职业认同分别为自变量、中介变量和调节变量,探讨心理定力对基层公务员职业倦怠的作用机制和影响边界。实证研究发现,在公共服务动机的中介作用下,心理定力越强职业倦怠越低;职业认同正向调节心理定力和公共服务动机的直接关系以及心理定力和职业倦怠的间接关系。研究结果为激励广大基层干部新时代新担当新作为提供了新的视角与依据。
Job burnout of grassroots civil servants has been a common problem in various countries, and it is also an important issue of "focusing on building high-quality professional cadres" in China. In this study,positive individual personality resources, such as mindfulness, public service motivation, and professional identity, are chosen as independent variables, mediator variables, and moderator variables to build a moderated mediation model to explore the mechanism and influence boundary of mindfulness on the job burnout of grassroots civil servants from the perspective of individual psychology. It was found that mindfulness could prevent the development of burnout via the mediating effect of public service motivation;professional identity is considered as a moderator between mindfulness and public service motivation;and professional identity positively regulates the indirect relationship between mindfulness and job burnout of grassroots civil servants.The results of the study provide a perspective for encouraging the grassroots cadres to take on new responsibilities.
