摘要
在2019年中国人民政治协商会议全国委员会福利保障界开展的“落实预防为主,切实加强公共卫生体系建设”专题调研基础上,结合本次新型冠状病毒肺炎疫情中凸显的痼疾,深度分析研究我国疾病预防控制体系存在的问题。针对今后一个时期进一步贯彻落实习近平总书记关于推进疾病预防控制体系现代化建设的要求,提出四大方面15项具体建议,包括:强化政府责任,落实投入保障;优化体系架构,合理能级分工;创新体制机制,完善政策制度;锤炼疾病预防控制队伍,提升专业能力。
Based on a special investigation“To implement‘Prevention First’and to strengthen systematic construction of public health”,conducted by the authors,under the name of the National Committee of the Chinese People’s Political Consultative Conference,Social Welfare and Social Security Sector,and with the consideration of the weakness of traditional disease control and prevention system that was exposed and magnified in the fighting against the COVID-19 pandemic,in-depth analysis of current nation-wide problems among the disease control and prevention system was provided.According to President Xi Jinping’s instructions on the modernization of the disease control and prevention system,suggestions were also provided on four major aspects such as strengthening government responsibilities and ensuring funding,optimizing the system architecture and priorities at different levels,innovation of institutional mechanisms and improving relative policy system,and comprehensively strengthening capacity building,which were categorized into fifteen specific recommendations.
