摘要
滇桂黔石漠化地区是我国集中连片特困区之一,减贫与可持续发展的关键在于增强区域自我发展能力,故基于产业、市场、基础与公共服务、软实力四个维度构建评价指标体系,测算2008年、2012年及2017年滇桂黔石漠化地区15个市州的自我发展能力,揭示其时空演变特征。结果显示:该区域自我发展能力整体偏低且发展不平衡,呈现西北部与东南部高于中部地区的“V”型空间分布格局;产业自我发展能力是制约该地区自我发展能力提升的主要因素;2008—2017年,区域自我发展能力呈现增强的发展趋势,但市州间自我发展能力水平差距显著;内部四个维度的构成更为合理,其中软实力自我发展能力明显增强,市场自我发展能力相对稳定,但产业和基础与公共服务自我发展能力出现轻微削弱趋势。
The rocky desertification area of Yunnan, Guangxi and Guizhou is one of the most concentrated contiguous extremely poor areas in China. The key to poverty reduction and sustainable development is to enhance the regional self-developing ability. Therefore, based on the four dimensions of industry, market, basic and public services, and soft power, the evaluation index system is constructed to measure the self-developing ability of 15 cities and prefectures in rocky desertification area of Yunnan, Guangxi, Guizhou in 2008, 2012 and 2017, and reveal their space-time evolution features. The results show that the overall self-developing ability of the region is low and unbalanced, showing a "V" spatial distribution pattern of "the northwest and southeast higher than the central region". The industrial self-developing ability is the main limiting factor that restricts the cultivation and promotion of this area′s self-developing ability. From 2008 to 2017, the regional self-developing ability shows an increasing trend, but there is a significant gap between the cities and the state in the level of self-developing ability. The composition of internal four dimensions is more reasonable, in which the self-developing ability of soft power is significantly enhanced, and the self-developing ability of market is relatively stable, but the self-developing ability of industry, foundation and public service is slightly weakened.
