摘要
"国家治理体系现代化"和"国家治理能力现代化"是国家治理现代化中同一问题的两个方面,不能把二者等同起来。国家治理体系是包括国家政治体系、政党体系、行政管理体系、法律体系、权力体系等在内的一整套制度体系及其具体职能,是一种客观的运作体系。而国家治理能力则是指包括国家能力、执政党能力、社会能力等在内的各种能力的总和,是指主观上运用制度体系动员社会、分配资源、协调各种社会关系、维护国家安全等方面的能力。国家治理体系现代化实现了,只是为国家治理现代化构建了一个基础性的前提,并不意味着国家治理现代化的实现。国家治理现代化的关键是国家治理能力的现代化。只有二者的现代化都实现了,才意味着国家治理现代化达到了预期目标。不过,国家治理现代化以及它所包括的两个方面都不是一劳永逸的,而是具体的、历史的过程。
"Modernization of state governance system"and"modernization of state governance capability"are two aspects of the same problem in the modernization of state governance.The system of state governance is a set of objective operating system including the political system,the party system,the administrative system,the legal system,the power system,as well as their specific functions.The capacity of state governance refers to the sum of various capacities,including the capacity of the state,the capacity of the ruling party and the capacity of society.It refers to the ability to subjectively use the system to mobilize society,allocate resources,coordinate various social relations,and maintain the state and security.So,the two cannot be equated.The realization of the modernization of state governance system is only a basic premise for the modernization of state governance,which does not mean that the modernization of national governance has been realized.The key to the modernization of state governance is the modernization of state governance capability.Only when the modernization of both state governance system and state governance capability has been realized,can it mean that the modernization of national governance has reached the expected goal.However,the modernization of state governance and its two aspects are not a once-and-for-all,but a concrete and historical process.
