摘要
目的通过调查分析我国非急救转运服务模式,总结青岛市非急救转运运行经验及面临的问题,提出规范非急救转运服务的对策及建议,以期推动非急救转运服务的良性、可持续性发展,更好地满足人民群众日益增长的非急救转运需求。方法总结分析青岛非急救转运站服务数据及运营情况;检索文献,对国内部分成熟开展非急救转运工作的地市进行调研;对急救网络医院、区市急救中心、通讯调度科有经验的管理专家及有转运,需求的患者、非急救转运服务机构等利益相关者进行访谈;组织卫生健康、交通运输、公安交管等部门研究讨论。结果急救转运站运行以来,实施严格质控管理,转运服务量逐年上升,转运工作得到市民认可,转运模式.渐趋成熟,但还存在服务收费标准需要细化、服务供需矛盾突出、居民认知度低、“山寨救护车”利益根深蒂固、政府部门监管职责不明确等问题。结论构建规范、安全、可及的非急救转运体系,根治“黑”救护车这一社会难题,不仅要发挥政府主导、多部门联合监管机制,强化常态执法,使其无法上路,更重要的是用好社会和市场的力量,打造非急救转运服务预约呼叫,运营管理平台,实现与现有120院外急救分类管理,有效引导和规范非急.救转运服务工作的良性发展,扩大服务供给,才能有效满足市民群众的多层次、多元化非急救转运需求,保障其合法权益与生命健康安全。
Objective By investigating and analyzing non-emergency transportation service mode in China,combining with the experiences and problems of non-emergency transportation service in Qingdao,this paper puts forward.some countermeasures and suggestions for standardizing non-emergency transportation service,in order to promote the benign and sustainable development of the service,and to meet the increasing demands of the public for nonemergency transportation service better.Methods Summarize and analyze the service data and operation situation of Qingdao non-emergency transshipment station;retrieve literature,conduct investigation on domestie cities which are mature non-emergency transshipment work;manage experts with experience in emergency stations,municipality emergency center,120 communication dispatching departments,patients with transshipment needs,non-emergency transshipment service institutions,etc.Interview with stakeholders;organize research and discussion among health,transporation,publie security and traffie control departments.Results Since the operation of non-emergency transportation service stations,the quality control management has been implemented.The number of services has increased year by year,the transportation work has been approved by the public,and the service mode has gradually matured.However,there are still some problems,such as the refinement of service charge standards,outstanding contradiction between supply and demand,low awareness of residents,deep-rooted interests of"fake ambulances"and the regulatory responsibilities of govermment departments are unclear.Conclusion To construct a standardized,safe and achievable non-emergency transport system and eradicate the social problem of"Fake ambulances",the government should Bringing into play the mechanism of government--led and multi-sectoral joint supervision.It is necessary to establish a unified supervision and operation management center for non-emergency transportation service,and to set up a non-emergency transportation call center,which runs in parallel with the existing 120 pre-hospital emergency dispatching lines but manages classified.It is also necessary to absorb qualified social enterprises and medical institutions to join in the service platform.Non-emergency transportation service behaviors could be gradually normalized by implementing standardized and unified quality control managements,and thus market chaos could be ffctively eliminated.
