摘要
青年第一书记是乡村振兴中新型农村工作队的重要主体,在乡村治理视角下,青年第一书记对提升乡村治理效果及助推乡村振兴有重要意义。为优化现行青年第一书记治理提供参考,以海南H村为例,采用参与观察法与深度访谈法收集资料,分析青年第一书记的实践与优化路径。海南H村青年第一书记参与乡村治理的实践包括经济物质与精神文化的建设,具体为基础设施建设、多元产业发展和基层党组织建设、内生动力激发。治理的实现机制在于青年第一书记有效嵌入村庄及与村庄各主体间的平等协商合作。但由于村庄与青年第一书记的特性,在乡村治理中仍存在一定困境。建议进一步优化驻村第一书记的政策设计与正确的角色定位,做到指导不指挥、总揽不包揽等,助力乡村青年第一书记的有效治理。
The youth first secretary is an important principal part of the new rural work team in rural revitalization,from the perspective of rural governance,the youth first secretary is of great significance to the effectiveness improvement of rural governance and rural revitalization promotion.In order to provide references for optimizing the governance of the current youth first secretary,taking H Village in Hainan as an example,the methods of participation observation and in-depth interview were employed to collect data and analyze the practice and optimization path of the young first secretary.The governance practice of the youth first secretary of H Village in Hainan included the construction of both economic material and spiritual culture,especifically for the construction of infrastructure,the development of diversified industries and the construction of grassroots party organizations,as well as the stimulation of endogenous power.The realization mechanism of governance relied on the effective embedding of the youth first secretary into the village and the equal consultation and cooperation between the main bodies of the village.Nevertheless,due to the characteristics of village and youth first secretary,there were still some difficulties in rural governance.It was suggested that the policy design and correct role positioning of the first secretary in the village should be further optimized,so as to achieve guidance and overall-viewing,not leading and all-taking,and thereby help achieving the effective governance of the rural youth first secretary.
