摘要
2015年《中华人民共和国促进科技成果转化法》修订以来,科技成果转化相关政策出台频繁。中试作为科技成果转化的"死亡谷",在很大程度上制约了科技成果转化应用,甚至制约了创新发展。但我国对中试的政策引导十分欠缺。文章基于科技部网站及相关省份科技主管部门官网,对中试相关政策进行梳理研究,对我国中试政策存在的定位问题、精准性问题、可操作性问题等进行了初步探讨。
Since the revision of the law of the people’s Republic of China on promoting the transformation of scientific and technological achievements in 2015,policies related to the transformation of scientific and technological achievements have been issued frequently.To a great extent,the pilot test restricts the transformation and application of scientific and technological achievements,and even restricts the innovation and development.However,China’s policy guidance for the pilot test is very lacking.Based on the website of the Ministry of science and technology and the relevant provincial science and technology authorities’official website,this paper studies the relevant policies of the pilot test,and preliminarily discusses the positioning,accuracy and operability of China’s pilot test policies.
