基于“一轴双核三螺旋”模型的新型研发机构运作机理及其治理策略 被引量:7

Operation Mechanism and Governance Strategy of New R&D Institutions Based on “One-Axis Dual-Core Three-Helical” Model

摘要 海绵城市的关键技术创新与工程示范推广,离不开创新中介机构的积极参与,传统建筑设计院转型成为新型研发机构是大势所趋。基于知识创造和创新生态系统的双重视角,在系统阐述新型研发机构的本质及其功能基础上,从人才轴、知识双核(隐性知识核和显性知识核)、三螺旋(主体螺旋和功能螺旋)等维度构建了"一轴双核三螺旋"概念模型来剖析新型研发机构内部运作的"黑匣子"。最后,从人才共享和循环机制、知识转化机制以及产学研合作机制三方面提出促进新型研发机构高质量发展的治理策略。旨在为把握新型研发机构运作机理、提高其培育成效提供一种分析模型,同时又为提高政府的施策效果提供决策参考。 The key technology innovation and project demonstration promotion of sponge city cannot be separated from the active participation of innovation intermediary organizations,the transformation of traditional architectural design institutes into new research institutes is the general trend of developing green buildings.From the dual perspectives of knowledge creation theory and innovation ecosystem,based on the systematic description of the nature and function of the new R&D institutions,the concept model of "one-axis dual-core three-helix" is constructed to analyze the "black box" of the internal operation of the new R&D institution from the dimensions of talent axis,knowledge binuclear (tacit knowledge kernel and explicit knowledge kernel),triple helix (subject helix and function helix).Finally,from the three aspects of talent sharing and circulation mechanism,knowledge transformation mechanism and industry-university-research cooperation mechanism,the governance strategy of promoting the high-quality development of new R&D institutions is proposed,aiming at providing an analytical model for grasping the operation mechanism of new R&D institutions and improving their cultivation effectiveness.At the same time,it provides decision-making reference for the government’s policy.
