摘要
为改善施工项目事故应急储备能力薄弱且应急能力影响因素错综复杂的现象,在国内外应急管理理论研究的基础上,采用熵权法和模糊层次分析法构建事故应急能力综合评估模型,通过分析应急预案内容,设计以“预防、准备、响应、控制、恢复和学习”为“六位一体”的应急能力评价指标体系。以陕西省建筑施工项目—TNF项目为例,基于各级指标的判定标准和专家评估结果对24个评价指标进行熵权评估和模糊评估。结果表明:不完善的保障措施对控制阶段应急能力产生消极影响,控制事态发展的速度缓慢和生产恢复能力不足导致恢复阶段处于较弱水平,学习效果甚微直接使学习阶段处于较弱的应急能力水平,综合各项指标评估结果,该项目的事故应急能力处于较强水平。最后,针对控制阶段、恢复阶段和学习阶段存在的不足提出措施及建议。
In order to improve the phenomenon of weak emergency reserve capacity and intricate factors affecting the emergency capacity of construction projects,based on domestic and foreign emergency management theory research,an entropy weight method and fuzzy analytic hierarchy process are used to construct a comprehensive assessment of accident emergency capacity.The model,by analyzing the contents of the emergency plan,designs an emergency performance evaluation index system with“prevention,preparation,response,control,recovery and learning”as the“six in one”.Taking Shaanxi construction project-TNF project as an example,entropy weight evaluation and fuzzy evaluation were performed on a total of 24 evaluation indicators based on the judgment criteria of all levels of indicators and the results of expert evaluation.The results show that inadequate safeguard measures have a negative impact on the emergency response capacity in the control phase,the slow development of control events and insufficient production recovery capacity have led to a weak recovery phase,and the learning effect is so small that the learning phase is in a weak emergency capacity.By comprehensive evaluation results of various indicators,the accident emergency capacity of the project is at a relatively high level.Finally,measures and suggestions are put forward for the deficiencies in the control phase,recovery phase and learning phase.
