河南省黄河供水区水资源节约集约利用初探 被引量:9

摘要 针对河南省黄河供水区自然资源禀赋不足、水资源分布不均、供需矛盾日益突出、水安全保障程度不高等问题,通过系统分析供水区水资源开发利用、水源工程建设、制度保障等方面存在的问题,结合黄河两岸地形地貌和水源工程的布局特点,按照节水优先、空间均衡的要求,统筹黄河安澜和水资源保障,构建了"一轴两翼三水"的现代水网体系,提出了推进农业节水增效、促进工业节水减排、强化生活节水降损、建设水资源节约集约利用工程和强化节水管理等措施建议,为黄河供水安全和水资源优化利用提供支撑,对进一步做好黄河流域生态保护和高质量发展工作具有较强的现实指导意义。 In the Yellow River water supply area of Henan Province, there are some problems, such as insufficient endowment of natural resources, uneven distribution of water resources, increasingly prominent contradiction between water supply and demand, and low degree of water security. In view of the above situation, problems existing in the development and utilization of water resources, water source projects construction and system guarantee are systematically analyzed. This paper combines the topography and landforms on both sides of the Yellow River and the layout characteristics of water source projects. In accordance with the requirements of water conservation priority and space equilibrium, an overall plan for the safety and security of the Yellow River and the guarantee of water resources is made, and the modern water network system of ″one axis, two-wings, and three waters″ is built. Some suggestions are put forward, such as promoting agricultural water saving and efficiency increasing, promoting industrial water saving and emission reduction, strengthening domestic water saving and loss reduction, constructing water resources saving and intensive utilization project and strengthening water saving management. This paper provides support for the safety of water supply and optimal utilization of water resources of the Yellow River, and has a strong practical guiding significance for further ecological protection and high-quality development of the Yellow River Basin.
