摘要
从微观角度对国外图书馆参与政府数据开放开展实证研究,面向国外图书馆开放的数据集,基于DCAT设计调研方案,并从开放主体、数据主题、数据格式和许可协议等方面进行评价,进而为我国图书馆提供经验启示:提升思想重视度和行动参与度,充分发挥各类图书馆的优势效能;聚集特色馆藏资源及高价值数据开放,贴合需求建构公众与数据间的供需桥梁;立足"优格式高开放度"资源的整合与发布,加速提升政府数据的开放程度;重视数据许可协议的运用,在合理许可范围内最大限度发挥开放数据的价值。
In order to carry out empirical research on foreign libraries participating in the opening of government data from a micro perspective,aiming at the datasets opened by foreign libraries,this paper designs the research schema based on DCAT and evaluates the datasets from aspects of main body of data openness,data’s topic,data’s format and open license,and thereby some experiential enlightenment is proposed for China’s libraries.That is:increase attention and participation,and give full play to the advantages of various libraries,focus on characteristic collection resources and high-value data’s openness,fit the demand and build a bridge between the public and the data,devote to the integration and release of "excellent format and high openness" resources,and accelerate the opening up of government data,pay attention to the use of data license agreements,and maximize the value of open data under reasonable permission.
