摘要
评估自然保护区野生动物的生态价值,对完善野生动物保护经济补偿机制、完善野生动物保护政策以及自然资源资产负债表的编制有重要意义。文章运用选择实验法,确定野生动物生态价值属性变量和变量水平,运用问卷调查法了解居民及游客对野生动物生态价值属性状态的偏好,采用有序多分类Logit模型对野生动物生态功能效用函数进行拟合,测算补偿剩余,进而估算神农架自然保护区野生动物生态价值。研究结果发现:(1)大多数的受访者愿意为保护野生动物、提升其生态价值属性而进行一定的费用支付;(2)受访者对野生动物生态价值属性的偏好顺序由高到低为:物种多样性、生态环境综合状况及生态旅游;(3)受访者是否愿意支付及愿意支付额度的高低与其年龄、收入、受教育程度以及家距保护区的距离等社会经济特征有显著的相关关系;(4)基于拟合优度较好的既考虑野生动物生态价值属性又考虑受访者社会经济特征的有序多分类Logit模型二的结果进行测算,受访者对于获得最佳状态的属性水平的支付意愿为422.87元/人·年,折合后测算出神农架自然保护区野生动物生态价值约为2693.18万元/年。野生动物生态功能提供的社会福利是巨大的,管理部门在制定野生动物保护政策时应充分考虑其生态价值,并向公众加强宣传野生动物保护的巨大生态功能和价值,以增强公众的信任度和支持。
It is of great signifi cance to evaluate the ecological value of wildlife in the nature reserve for improving the economic compensation mechanism for wildlife protection,improving wildlife protection policies and preparing the balance sheet of natural resources.Choice experiments method was used to determine the attribute variables and variable level of wildlife ecological value.A questionnaire survey was conducted to investigate the preferences of residents and tourists for diff erent attributes.The Multilevel Ordered Logit Model was used to fi t the ecological function utility function of wildlife,calculate the compensation surplus and then estimate the ecological value of wildlife in Shennongjia Nature Reserve.The study found that.(1)most of the respondents are willing to pay for the protection of wildlife and enhance their ecological value attributes.(2)The preference order of wildlife ecological value attributes from highness to lowness is:species diversity,ecological environment and eco-tourism.(3)Whether respondents are willing to pay and how much they are willing to pay is signifi cantly related to their socioeconomic characteristics such as age,income,education level and distance from their home.(4)Based on the calculation result of Multilevel Ordered Logit Model Ⅱ with better Goodness of Fit,the respondents’willingness to pay for the best attribute level is 422.87 yuan per person each year.According to calculation,the ecological value of wild animals in Shennongjia Nature Reserve is about 26.9318 million yuan each year.The welfare provided by the ecological function of wildlife resources is enormous.In formulating wildlife protection policies,management departments should fully consider their ecological value and publicize wildlife protection’s huge ecological functions and value to the public to enhance public trust and support.
