摘要
新冠肺炎疫情造成农产品,尤其是生鲜农产品冷链供应链短期中断,对供求两端造成影响,疫情暴露现有农产品供应链的脆弱性。新冠肺炎疫情影响仍将持续一段时间,传统生鲜农产品供应链将会发生较大变化。产地环节,订单农业和产地预冷将更受重视;流通环节,仓储直配比例将大幅增加;消费环节,批发市场农贸市场改造升级不可避免,家庭和电商消费比例会大幅上升。产地环节预冷仓储设施不足,冷链物流运输体系不完善,冷链仓储配送设施难以满足大量线上消费的需要。提出当前疫情下支持产地端冷藏设施建设和电商增设前置仓配送终端,完善冷链仓储配送体系,建立可持续的点对点认证供应体系等政策建议。
After the outbreak of Novel Coronavirus Pneumonia(NCP),the supply chain of agricultural products,especially the supply chain of fresh agricultural products cold-chain,was interrupted in the short period,then it affected both the supply and the demand.The vulnerability of the supply chain of agricultural products was exposed.The effect of the Novel Coronavirus Pneumonia epidemic situation would continue for some time,and the traditional fresh agricultural products supply chain would made great changes.In the production link,order agriculture and origin pre-cooling would be more important than before;in the circulation link,the proportion of direct storage of warehouses would increased sharply;in the consumer link,the transformation and upgrading of the wholesale markets and farmers'markets would be inevitable,and the proportion of household and e-commerce consumption would rise significantly.There were insufficient pre-cooling storage facilities at the production sites and the cold-chain logistics and transportation system was incomplete.It was difficult for cold-chain storage and distribution facilities to meet the needs of a large number of online consumers.Policy suggestions were put forward,such as supporting the construction of refrigerated facilities at the production sites and the addition of front warehouse storage terminals by e-commerce,improving the cold-chain storage and distribution system,and establishing a sustainable point-to-point certified supply system.
