摘要
干部容错纠错制度是干部管理从惩罚导向转向发展导向、用制度激发干部新时代新担当新作为的重要途径,是中国共产党长期执政的必然要求,也是干部激励约束机制和尽职免责机制的构成要素。在中央政府、地方政府与干部群体的互动进程中,干部容错纠错制度动态演化、变迁及其效能直接关乎干部队伍建设和国家治理能力现代化。模糊性与冲突性是目前制约干部容错纠错制度效能发挥的主要因素。为此,应淡化干部容错纠错制度的模糊性,缓和干部容错纠错制度的冲突性,提升干部容错纠错制度的创新力,以进一步推动干部容错纠错制度化、规范化、科学化。
The error-tolerance and error-correction system for cadre is an important way for cadre management to change from punishment-oriented to development-oriented,and to stimulate cadres to take on new responsibilities and new actions in the new era.It is also an inevitable requirement of the long-term ruling of the CPC and is also the constituent elements of incentive and restraint mechanism and duty exemption mechanism for cadres.In the interactive process of central government,local government and cadre group,the dynamic evolution,change and efficiency of the error-tolerance and error-correction system for cadre is directly related to the construction of cadre team and the modernization of national governance ability.The ambiguity and the conflict are the main factors that restrict the effectiveness of the error-tolerance and error-correction system for cadre.Therefore,we should weaken the ambiguity of the error-tolerance and error-correction system for cadre,ease the conflict of the error-tolerance and error-correction system for cadre,and enhance the innovation of the error-tolerance and error-correction system for cadre,so as to further promote the institutionalization,standardization and scientization of the error-tolerance and error-correction system for cadre.
