摘要
随着高铁时代的来临,许多小城市如火如荼地建设高铁新城,其中不少被冠以“空城”“鬼城”之名。文章以滕州市为例,借助城市政体理论深入分析小城市高铁新城发展现状及其背后机制。发现小城市高铁新城发展的外部环境普遍较差,其内部在政府主导下小城市高铁新城的建设完善了地区的交通基础设施,但市场力量的缺失使得高铁新城发展缓慢,无法有效推动小城市经济发展。此外由于公共服务设施和商业设施的稀缺,市民生活不便,对小城市高铁新城建设的满意度普遍不高,高铁新城发展缺乏持续的社会动力。最后提出建立地方政府和铁道主管部门的协商机制和小城市高铁新城建设创新模式来加强政府和市场之间的合作,提高小城市高铁新城发展的可持续性。
With the advent of the high-speed rail era,many small cities are building high-speed rail new cities,many of which have been named"empty cities"and"ghost cities".This article takes Tengzhou city as an example,and analyzes the development status of the small city high-speed rail new city and the underlying mechanism with the help of the urban government theory.It is found that the external environment for the development of small cities' high-speed rail new cities is generally poor.The internal construction of small cities'high-speed rail new cities under the leadership of the government has improved the regional transportation infrastructure.In addition,due to the scarcity of public service facilities and commercial facilities,it is inconvenient for the citizens to live,and the levels of satisfaction with the construction of small cities in high-speed rail new cities are generally not higb,and the development of high-speed rail new cities lacks sustained social motivation.Finally,it is proposed to establish a consultation mechanism between the local goverament and the railway authorities and an innovative model for the construction of small cities'high-speed rail new cities to strengthen cooperation between the government and the market,and to improve the sustainability of the development of small cities and high-speed rail new cities.
