摘要
城镇化发展质量偏低是我国城镇化进程中面临的突出问题之一。文章利用全国31个省份2000—2018年的面板数据,从全样本、分区域、分时段三个角度研究了三种产业结构升级类型对城镇化发展质量的影响。研究发现:1.产业结构升级指数、高技术产业产值占比对城镇化发展质量的提升有显著的促进作用,而生产性服务业产值占比则会显著阻碍城镇化发展质量的提升;三种产业结构升级类型中,产业结构升级指数对城镇化发展质量的影响最大。2.产业结构升级指数和生产性服务业产值占比对城镇化发展质量的影响程度随时间的推进而增强,高技术产业产值占比对城镇化发展质量的影响程度随时间的推进而减弱。3.影响城镇化发展质量最重要的产业结构升级指标存在地区差异,东部地区为生产性服务业产值占比,中西部地区为高技术产业产值占比。基于此,文章建议将现代服务业作为第三产业发展的重点;积极引导和鼓励东部地区将部分高技术产业向中西部地区转移。
The low quality of urbanization development is one of the prominent problems of China.Based on the panel data of 31 provinces from 2000 to 2018,this paper studies the impact of three types of industrial structure upgrades on the quality of urbanization development from three perspectives: full sample,sub-regional and time-series. The study found: The results show that the industrial structure upgrading index and the output ratio of high technology industry play a remarkable role in improving the quality of urbanization development,and the output ratio of producer services hinder the quality of urbanization development significantly. The effect of industrial structure upgrading index and output ratio of producer services to the quality of urbanization development is increasing with the time going,and the effect of output ratio of high technology industry is decreasing. The most important factor of eastern region effected the quality of urbanization development is the output ratio of producer services,and to central and western region,is the output ratio of high technology industry. Based on these,on the one hand,our government should strive to develop tertiary industry,especially modern services,on the other hand,the government need to migrate part of high technology industry from eastern region to central and western region.
