摘要
车务行车安全管理是保障铁路运营生产安全的重要环节。为识别和评价铁路车务行车风险,从车务作业的接发列车、车站调车、中间站3个过程,结合人员、设备、环境、管理4个方面因素,构建风险因素评价指标体系。以风险因素发生的概率和后果为DEA决策变量,对风险决策单元进行评价和排序,针对传统DEA法权重自由性问题,提出熵权-AHP混合约束DEA法。结果显示,接发列车组织作业风险处于风险极大值,后面依次为车站调车设施设备风险、中间站环境安全风险、车站调车组织作业风险等,研究得出各风险决策单元的风险降低程度和风险因素分布矩阵,最后提出车务行车安全风险管理对策。
Safety management of train operation is the key to ensure the safety of railway operation. In order to identify and evaluate the risk of fleet operation, an evaluation system of traffic risk index is built from the following three processes: receiving and dispatching train, station dispatching and intermediate station management, and combined with following four factors of personnel, equipment, environment and management. Taking the probability and consequence of risk occurrence as DEA decision variables, the risk decision-making unit is ranked by the DEA. The entropy weight and AHP mixed constraint are introduced to solve the weight freedom of traditional DEA method. The result shows that the operation risk of receiving and departure train is at the maximum risk, and next are the risk of station dispatching facilities and equipment, environmental safety risk of intermediate station, and the operation risk of dispatching organization in station. The risk reduction degree of each risk decision-making unit and risk factor distribution matrix is constructed and the countermeasures of train traffic safety risk management are put forward.
