摘要
当前我国城市群治理存在的主要问题是缺乏与社会主义现代化强国目标相匹配的治理机制,现有行政管理体制与城市群治理体制不相一致,行政配置资源多及市场机制作用不充分、要素资源流动及优化配置受限,财政分税制下的利益分割和成本共担机制不健全。要构建与现代化强国目标相匹配的城市群空间治理机制,发挥市场机制作用、促进城市群资源优化配置,以都市圈建设为先导、推动城市群一体化高质量发展,共建完善的产业协同发展体系,探索构建城市群公共品供给机制,发挥官方与非官方协调组织参与城市群治理的作用。
At present,the main problem of urban agglomeration governance in China is the lack of governance mechanism matching with the goal of socialist modern power.The existing administrative management system is inconsistent with the urban agglomeration governance system;The administrative allocation of resources is too much,the market mechanism is not enough,and the flow and optimal allocation of factor resources are limited.The mechanism of profit division and cost sharing under the fiscal tax distribution system is not sound.It is necessary to construct the spatial governance mechanism of urban agglomeration which matches with the goal of becoming a modern power.Give play to the role of market mechanism and promote the optimal allocation of urban agglomeration resources;Promote the integrated and high-quality development of urban agglomerations with the construction of metropolitan areas as the guide;To build a sound system of coordinated industrial development;To explore the construction of urban agglomeration public goods supply mechanism;We will give play to the participation of official and non-official coordinating organizations in urban agglomeration governance.
