摘要
为使我国在今后规划建设海上风电场时能明晰风险并合理规划选址,减小风电场的存在对海上通航环境和安全造成的影响,研究总结海上风电场(Offshore Wind Farm, OWF)对船舶交通流和船舶助导航设备的影响,对比分析各种通航风险评估模型。基于NRA(Navigation Risk Assess)模型的缺点,设计一个统一、透明的通航风险评估框架,提供预测船舶碰撞概率和后果的评估工具。该框架目前只是概念模型,其在工业界的可接受度和可操作性有待进一步验证。
The impact OWF(Offshore Wind Farm)on the navigational environment and safety is analyzed for better plan-ning and site selection.Current research results about the impacts on ship traffic flow and on navigation equipment on ships are summarized.The research methods and models are analyzed and compared.A unified and transparent NRA(Naviga-tion Risk Assessment)framework(a conceptual model to be proved)with assessment tools is proposed to facilitate the pre-diction of the ship collision probability and the consequences.
