摘要
为落实《中华人民共和国固体废物污染环境防治法》相关要求,本文基于全国固体废物信息管理系统,在研究梳理我国危险废物跨省转移现状和国内外相关管理案例的基础上,提出了推动危险废物利用处置跨区域合作建议。研究表明,近年来跨省转移的危险废物以废容器/包装物、有色金属采选和冶炼废物、精(蒸)馏残渣、表面处理废物、含铅废物、废催化剂为主。跨省转移的危险废物中75%进行了综合利用。国外危险废物处置设施按市场化进行区位分布,区域间转移不需审批。我国可通过破除跨区域合作行政壁垒、建立跨区域联防联控机制、完善经济补偿政策、强化信息公开和社会监督等措施推进跨区域合作。
In order to implement the targets of the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste,based on the data came from national solid waste information management system,the artice analyses the current situation of the cross-provincial transfer of hazardous waste in China.This article shows that the hazardous wastes transferred across provinces in recent years are mainly waste containers/packages,nonferrous metal mining and smelting wastes,rectification(distillation)residues,surface treatment wastes,and lead-containing wastes.75%of the transferred hazardous wastes were comprehensively utilized.In developed countries,hazardous waste disposal facilities are geographically distributed according to marketization,and cross-regional transfers do not require approval.China can promote cross-regional cooperation through measures such as breaking down administrative barriers,strengthening cross-regional cooperation environmental supervision,improving economic compensation policies,strengthening information disclosure and social supervision.
