摘要
中共十九届四中全会关于国家治理现代化奋斗目标的提出,实现了“中国之制”与“中国之治”的融通联动,其思想积淀和逻辑由来深藏于中国五千年历史中三种政治形态更迭、五次重大制度抉择,特别是中华人民共和国成立70年以来三个时期国家建设史和两种治国方略的转变中。这是一个蕴涵“中国之制”与“中国之治”历史逻辑、实践逻辑和行动逻辑的漫长发展过程和认识过程,其历史选择的必然性是现行制度自信的逻辑起点,而改革与完善则是“中国之治”的逻辑前提。面对发展中的“中国之制”,“坚持”是对历史的告慰,“完善”是时代的要求,“推进”则是行动的逻辑;“中国之治”的能力和成就则是“中国之制”自信的不竭力量和继续完善的依据。
The modernization of China’s governance has been put forward in the Fourth Plenary Session of the Nineteenth Central Committee,which links and integrates the system of China and the governance of China.The foundation and logic between China’s system and China’s governance are deeply rooted in three political changes and five major system alterations in five thousand years of China’s history,with the specific emphasis on the transfer of three-period history of national building and two national governance strategies during seventy years of People’s Republic of China.This is the process of development and cognition in logics of history,practice and action,which contains the system of China and governance of China.The necessity of historical choice is the logical start of contemporary China’s system,while reform and improvement are its logical premise.In the face of China’s system development,we should inherit its history,amplify its contemporary connotation,and propel its action logic,based on the capacities and achievements of China’s governance.
