摘要
目的:分析海南省基层医疗卫生机构妇幼保健人力资源现状,为今后的妇幼卫生规划提供参考。方法:根据“乡镇(街道、办事处)妇幼保健人员调查表”及海南省妇幼卫生年报数据,分析2017年全省社区卫生服务中心(站)、乡镇卫生院和农场及其他乡镇医院的妇幼保健人员及其工作量情况。结果:2017年海南省535家基层医疗卫生机构内共有妇幼保健人员1562名,平均每家约有2.9名,每5000名常住人口约拥有0.84名。基层妇幼保健人员大专及以上学历者所占比例为48.3%,拥有医师职称的比例为32.7%。基层妇幼保健人力资源按常住人口分布与按地理面积分布的基尼系数分别为0.161和0.273。结论:海南省基层医疗卫生机构妇幼保健人员配备不足,任务繁重,高层次专业人才匮乏,工资水平和福利待遇低下。建议增加基层妇幼保健人员配备,加强基层医疗卫生机构设施建设,建立健全符合实际的人才培养机制,提升基层妇幼保健人员待遇水平。
Objective:To analyze the status quo of human resources for maternal and child care at the grassroots medical institutions in Hainan,to provide a reference for the planning in this field in the years ahead.Methods:According to the"Survey of Township(street,office)Maternal and Child Care Personnel"and the data from the annual report of Hainan province on maternal and child care,the situation and workload of maternal and child care personnel in community health service centers(stations),township health centers,farms and other township hospitals in 2017 were analyzed.Results:There were totally 1562 maternal and child care workers in 535 grassroots medical institutions in Hainan in 2017.On average,there were about 2.9 maternal and child care workers in each grassroots medical institution and 0.84 per 5000 citizens.48.3%of grassroots maternal and children care workers had college degrees or above,and 32.7%had professional titles as doctors.The Gini coefficients of human resources for maternal and child care at the grassroots by population and geography distributions were 0.161 and 0.273,respectively.Conclusion:There are insufficient maternal and child care workers in grassroots medical institutions in Hainan,and the structures of these workers'academic credentials and professional titles are not in a reasonable state as well.It is suggested to strengthen the staffing management in these institutions and improve the workers'structures of academic credentials and professional titles.
