摘要
[目的/意义]探究在政府监管下过度收集APP保护与使用个人数据的策略选择,促进APP保护个人数据,合法使用个人数据。[方法/过程]分析APP个人数据的使用方式,通过演化博弈方法构建过度收集APP与政府双方博弈模型,分析演化稳定策略,研究过度收集APP个人数据保护和使用策略选择的影响因素。[结果/结论]过度收集APP与政府的策略选择与个人数据保护成本、数据泄露概率、政府监管惩罚及监管成本等因素密切相关,不同参数条件下会出现多种演化稳定策略。为促进APP个人数据保护,提出降低过度收集APP所需的个人数据保护成本、降低个人数据被动泄露的概率、降低政府所需的监管成本、合理调整政府对过度收集APP的惩罚、建立分级惩罚制度等对策建议。
[Purpose/significance]The paper is to explore the strategies of protecting and using personal data for over-collecting APPs so as to promote the protection and legitimate usage of personal data under government supervision.[Method/process]The paper analyzes how over-collecting APPs use personal data develops a model of mutual interest between over-collecting APPs and government by use of evolutionary game theory analyzes evolutionary stable strategies and researches the impact factors on the strategic choices of protecting and using personal data for over-collecting APPs.[Result/conclusion]The over-collecting APPs and government strategic choice are closely related to such factors as the costs of personal data protection the probability of data leakage the regulatory and punishment of government and the regulatory costs.Different parameter conditions could lead to different evolutionary stable strategies.To promote APPs’personal data protection it proposes some countermeasures such as reducing the costs of protecting personal data for over-collecting APPs the probability of passive breaches of personal data and the regulatory costs of government reasonably adjusting the governmental punishment for over-collecting APPs and setting up a hierarchical system of punishment.
