摘要
劳动关系的稳定是社会稳定的基础。疫情防控常态化期间,受经济下滑的影响,用人单位出现了经济效益不佳导致劳动合同无法正常履行、与劳动者矛盾增大的风险,劳动者由于抵抗风险能力较弱出现了收入下降、失业和再就业难度大的风险。伴随着新型劳动关系的发展,社会第三方面临劳动争议数量增多的风险。因此,建议政府增强劳动关系领域的灵活性配置,通过扩大政府购买、外包公共事业等方式发展经济;工会积极参与劳动关系协调的同时,要发挥多元服务功能;用人单位要顺势发展,通过与劳动者协商、建立复工复产优先返聘机制等措施保持活力;劳动者要积极学习技能,与用人单位形成命运共同体。通过各方主体共同努力,确保疫情防控常态化期间劳动关系和谐稳定。
The stability of labor relations is the foundation of social stability.During the normalization period of epidemic prevention and control,affected by the economic downturn,employers have the risk of poor economic benefits,which leads to the failure of normal performance of labor contracts and the increase of contradictions with workers.Due to the weak ability to resist risks,workers face the risks of income decline,unemployment and reemployment difficulty.With the development of new labor relations,the third party faces the risk of increasing labor disputes.Therefore,it is suggested that the government should strengthen the flexible allocation in the field of labor relations,develop the economy by expanding government purchase and outsourcing public utilities,and the Trade Unions should actively participate in the coordination of labor relations,and at the same time,the employers should develop in accordance with the trend,maintain vitality by consulting with workers,establishing a mechanism of giving priority to reemployment after returning to work,and workers should learn actively Learn skills and form a community of common destiny with employers.Efforts should be made by all parties to ensure harmonious and stable labor relations during the normal epidemic prevention and control period.
