摘要
按我国外语教育界的分类,世界上绝大多数语言都属于"非通用语"的范畴。"一带一路"倡议提出后,我国对非通用语服务的需求从政治领域向经贸和人文领域延伸,其产业化趋势愈发明显。由于非通用语产业起步较晚且涉及语种众多,不同语种、不同业态的发展水平相差悬殊,供需衔接性差、基础建设滞后、整体规划缺失等问题普遍存在。应采取相应对策包括:由政府、学界或行业协会牵头开展供需关系调研;加强评估标准和语料库建设;根据国家战略为非通用语产业发展制定宏观和中观规划,并将其纳入国家语言能力建设大局。
According to China’s foreign language education system, most languages in the world belong to the category of "less commonly taught languages(LCTLs)". Since the "Belt and Road" initiative was proposed, the demand for foreign language services is diversifying, the main use of LCTLs is extending from the political field to the economic and people-to-people exchange fields, and its industrialization trend is becoming increasingly apparent. As LCTLs industry has a late start and involves too many languages, striking gaps have occurred between the development levels of different languages or different business formats, and the problems such as "poor supply-demand connectivity", "lagging infrastructure", and "lack of overall planning" commonly exist. To tackle these problems, counter measures should be maken including: carrying out researches on supply-demand relation led by the government, academic circles or industry associations, strengthening the construction of evaluating standards and language corpuses, formulating macro and meso-level plans for LCTLs industry in accordance with national strategies and incorporating them into the overall building of national language capacity.
