摘要
2020年初,新冠肺炎疫情在全球各地突然爆发,这场公共卫生安全事件对政府处置突发事件能力提出了极高的要求。建立疫情防控工作的档案响应机制,具有重要意义。文章借此案例构建了横跨国家机关、医疗机构、科研院所、媒体组织的疫情档案四维响应体系,并阐释了该体系中疫情档案服务政情决策、服务医情防治、服务科情研究、服务媒情宣传模块的具体响应流程。
In early 2020,the COVID-19 epidemic suddenly broke out all over the world.This public health security incident puts extremely high de⁃mands on the government's ability to deal with emer⁃gencies.In the epidemic prevention work of COVID-19 in China,the epidemic prevention file formed dur⁃ing the SARS epidemic in 2003 provided timely infor⁃mation support for the epidemic prevention and con⁃trol in Wuhan.This article proposes to use this case to build a four-level response system for epidemic files across national organs,medical institutions,sci⁃entific research institutes,and media organizations,and to explain the policy decision-making,medical service prevention,and scientific research of epidem⁃ic files in the system.The specific response process of the service media publicity module.
