科技期刊数字出版平台建设的思考与建议 被引量:21

Thoughts and suggestion on the construction of digital platform for sci-tech periodicals

摘要 在当前复杂的国际局势下,推动我国科技期刊数字化转型升级,建设世界一流科技期刊的任务显得更为紧迫。科技期刊数字出版平台的建设已成为共识并有了诸多实践,但科技期刊数字出版平台的功能定位与建设方向并未明确。本文总结我国科技期刊数字出版平台建设的现状,参照国外科技期刊平台的建设经验,结合国家发展战略与数字技术发展趋势,提出了科技期刊数字出版平台建设新思路,即推动科技期刊数字出版平台建设,将其纳入新型基础设施建设计划,由政府部门规划、布局并投资建设统一的科技期刊大数据中心和云计算中心,由专业技术公司提供数字技术服务,再由科技期刊根据自身需要,订制符合需求的采编系统、出版系统和知识服务系统,以形成符合时代发展趋势的科技期刊综合数字出版平台。 Under the current complicated international situation,the tasks of promoting the digital transformation and upgrading of China’s scientific journals and building world-class scientific and technological journals become more urgent. The construction of digital platforms for sci-tech periodicals has become a consensus and there are many practices,but the functional positioning and construction direction of sci-tech periodicals platforms are not clear. This article summarizes the current status of China’s scitech periodicals ’ digital platform construction,and refers to the experience of foreign sci-tech periodicals’ platform construction,combining with the national development strategies and digital technology development trends, puts forward new ideas for the construction of sci-tech periodicals ’ digital platforms. Our suggestions are as follows: 1) government departments promote the construction of digital platforms for scientific and technological journals,and including it in the new infrastructure construction plan;2) government departments plan,lay out and invest in the construction of a unified scientific and technological journal big data center and cloud computing center;3) professional technology companies provide digital technology services,and then sci-tech periodicals,according to their needs,customize the editing system,publishing system and knowledge service system, to form a comprehensive digital platform for scientific and technological journals that meets the development trend of the times.
