摘要
当前水环境管理思路下,以排污许可证为核心的固定源环境管理仍存在施行不畅的问题。从固定源环境管理的基本需求出发,以通过政策规制与经济激励的共同作用助推制度的有效衔接与执行。据此,提出了“一证链式”排污许可环境管理内涵,仍遵循排污许可证制度为管理核心的基本原则,立足于固定源环境管理制度的实际施行问题,基于“证前—证中—证后”的管理模式构建全过程污染物指标的循环衔接,并强化证后监管助推制度执行。以期建立高效、精细、循环、发展的一体化环境管理政策体系,实现环境—经济的联动响应,将环境质量改善目标落实到位,为我国高质量发展奠定基础。
Under the current implementation ideas of water environment management,the environmental management of the fixed source with the emission permit as the core still has the problem of poor implementation.According to the basic needs of fixed source environmental management,this paper promotes the effective connection and implementation of the system through the joint action of policy regulation and economic incentive.Based on this,this paper puts forward the connotation of“one-chain”discharge permit,follow the basic principles of discharge permit system as the core of management as usual,focus on the actual issue of the fixed source environmental management system.Based on the management mode of“pre-permit mid-permit and post-permit”,the paper constructs the circulation link of quantitative pollutants in the whole process,and strengthens the post-permit supervision to promote the implementation of the system.In order to establish an efficient,fine,circular and developmental integrated environmental management policy system,the research realizes the linkage response of environment and economy,and to implement the goal of improving environmental quality and lays the foundation for the high quality development of our country.
