摘要
高校职务科技成果转化已成为困扰国家系统创新链的关键问题之一,新制度主义理论为这一问题的研究提供了新的分析框架和视角。制度资源短缺、主体间的利益博弈与文化认同缺失,是面临的主要困境,也是破解问题的重要入口。推进高校职务科技成果转化,需要政府和高校完善制度建构,建立在以最大化个人利益为特征的“理性人”假设基础之上加强制度创新。从政府而言,需要进一步推动组织变革,落实高校法人自主权;改革高校职务科技成果作为国有无形资产的管理模式;从高校而言,应基于“理性人”建立激励兼容的科技成果转化制度,建立专业化、市场化、统一化的科技成果转化体系。
The transformation of scientific and technological achievements in universities has become one of the key problems disturbing the national system innovation chain.The new institutionalism provides a new perspective for the research.The shortage of institutional resources,the interest game among the subjects and the lack of cultural identity are the main difficulties faced and the important entrance to solve the problem.To promote the transformation of scientific and technological achievements in university positions,the government and universities need to improve the system construction and strengthen the system innovation on the basis of the hypothesis of“rational man”characterized by maximizing individual interests.From the perspective of the government,it is necessary to further promote organizational reform and implement the autonomy of university legal person.To reform the management mode of the scientific and technological achievements of the university as the state-owned intangible assets;Universities should establish an incentive and compatible system for the transformation of scientific and technological achievements based on“rational people”,and establish specialized,market-oriented and unified system.
