摘要
[目的/意义]政府数据分类分级管理是政府数据开放中的现实需要。对美国政府数据分类分级管理的实践进行调查分析,能够为我国政府数据分类分级管理提供参考。[方法/过程]采用网络调查法,从政策法规、组织架构、开放数据分类分级授权协议三个方面,调查分析美国政府数据分类分级管理的主要做法,总结出对我国的借鉴。[结果/结论]我国应完善政府数据分类分级管理的政策法规,健全政府数据分类分级管理的组织体系,并制定政府开放数据分类分级授权协议,以此推进我国政府数据分类分级管理的进程。
[Purpose/significance]Classification and hierarchical management of government data is a practical need in open government data.The investigation and analysis of the practice of the classification and hierarchical management of American government data can provide reference for the classification and hierarchical management of Chinese government data.[Method/process]This paper adopts the network survey method to investigate and analyze the main methods of the classification and hierarchical management of American government data from three aspects:policies and regulations,organizational structure and open data classification and hierarchical authorization agreement,and summarizes the reference for China.[Result/conclusion]China should improve the policies and regulations of government data classification and hierarchical management,improve the organizational system of government data classification and hierarchical management,and develop the open government data classification and hierarchical authorization agreement,so as to promote the process of government data classification and hierarchical management in China.
