摘要
[目的/意义]美国非政府机构参与情报工作发端于两次世界大战,至今已走过漫长路程,梳理其参与情报工作的历史路径和做法手段,可为我国民间机构参与情报工作提供借鉴。[方法/过程]从美国非政府机构参与情报工作的历史与现实入手,梳理其参与的发展历程,归纳主要做法方式,进而得出对我启示。[结果/结论]美国非政府机构参与情报工作,符合情报工作军民融合发展战略要求,应考虑体制机制、政策法规、行为监管等因素对其影响,形成中国特色民间机构参与情报工作的基本路径,少走弯路以实现跨越式发展。
[Purpose/Significance]The participation of American Non-Government Organizations in intelligence work started during the two World Wars and had gone through a long way.Collecting and collating the history and methods of private participation in intelligence work could provide reference for China's Non-Governmental Organizations.[Method/Process]The thesis will start from the history and reality of American Non-Governmental Organizations'participation in intelligence work by means of sorting out the course and development of their participation.The thesis will summarize their main methods and then draws some lessons and experiences for us.[Result/Conclusion]The participation of U.S.Non-Governmental Organizations in intelligence work was in line with the strategic requirements of the military and civilian integration development of intelligence work.The influence of institutional mechanisms,policies and regulations,behavior supervision and other factors should be taken into full consideration.Find the basic path of Non-Organizations'participation in intelligence work in China,we could avoid detours and achieve great-leap-forward development.
