摘要
针对创新能力评价的有效性问题,构建了研发阶段和成果转化阶段的两阶段创新能力评价体系,提出考虑共享投入与追加投入的两阶段DEA评价模型,建立了整体阶段和子阶段的效率评价数学模型以及模型的优化求解方法,对我国30个省份2015—2017年的创新能力进行有效评价。结果表明:我国大部分地区研发阶段效率偏低,存在重视研发投入数量而忽略研发投入有效利用的问题,制约了区域创新能力的提升;而我国大部分地区成果转化阶段效率较高,科研成果转化机制完善。最后,根据各省特点提出增强创新能力实现路径,可为实施创新驱动发展战略提供参考。
In view of the effectiveness of innovation capability evaluation,this paper constructs a twostage evaluation system of innovation capability in R&D stage and achievement transformation,proposes a two-stage DEA evaluation model considering shared investment and additional investment,and establishes a mathematical model of efficiency evaluation in overall stage and sub stage as well as the optimization solution method of the model.This paper evaluates the innovation ability of 30 provinces in 2015—2017.The results show that the efficiency of R&D stage in most regions of China is low and there is a problem of paying attention to the amount of R&D investment and neglecting the effective use of R&D investment which restricts the improvement of regional innovation ability.However,in most areas of China,the efficiency of the transformation stage is high,and the transformation mechanism of scientific research achievements is perfect.Finally,according to the characteristics of each province in China,the paper puts forward the realization path of enhancing innovation ability,which provides reference and theoretical support for the implementation of innovation driven development strategy.
