摘要
全面从严治党必须依规管党治党,要抓好党内法规制度的落实,需发挥领导干部的模范带头作用,加强监督检查和追责问责,注重以良好的党内政治文化提升法规制度的执行力影响力。基层党组织是深入推进制度治党、依规治党链条中的薄弱环节,是重点,也是难点。在新时代,必须要着力抓好党内法规制度的落实,破解基层党组织"执行难"的现实梗阻,切实维护党内法规制度的严肃性和权威性,确保各项制度规定成为必须遵守的刚性约束,推动全面从严治党向纵深发展、向基层延伸,推动依规治党在基层落地生根,推动党内法规制度优势转化为管党治党、治国理政的实际效能。
To comprehensively govern the party strictly,we must regulate and govern the party in accordance with regulations,pay close attention to the implementation of inner-party laws and regulations,give play to the exemplary role of leading cadres,strengthen supervision and inspection and accountability,and pay attention to improve the implementation of laws and regulations with a good inner-party political culture.Primary-level party organizations are the weak link in the chain of deepening institutional and rule-based party governance.They are both the key and difficult points.In the new era,we must strive to deal with the fulfillment of the inner-party laws and regulations,break the basic-level party organization’s reality of"difficult to execute"obstruction,safeguard the seriousness and authority of the inner-party laws and regulations,ensure that the system of rules become the rigid constraints to be abided by,to promote the further development of comprehensive governing party to the in-depth development and extension to the grassroots level,promote the regulation of the law to take root at the grassroots level,and promote the transformation of the advantages of inner-party laws and regulations into the actual efficiency of managing the party and the state.
