摘要
经济高质量发展关乎国计民生。本文以县域为研究单元,基于经济活力、社会进步、生态文明和制度深化四个层面构建县域经济高质量发展评价指标体系。以甘肃省为研究区,就其地理空间特征,划分为:中部黄土高原沟壑丘陵区、河西干旱内陆区、甘南山地高原区、陇南山地区、陇东黄土高原区五大地理区,并结合指标测度结果,探讨甘肃省县域经济高质量发展的空间差异,以期为西部生态脆弱区县域经济社会健康发展提供政策启示,也为理解我国经济发展转型提供一个新的视角。结果表明:(1)甘肃省县域经济发展质量处于中低水平,省内各区(县)间发展差异大、不平衡问题突出,反映在经济、社会、生态和制度等方面。五大地理区发展水平由高到低依次为:河西区>陇东区>中部区>陇南区>甘南区,从各县指标排名来看,兰州市所辖红古区、榆中县、永登县位列前五,是甘肃省县域经济发展的重要增长极。(2)障碍度诊断结果表明:环境改善和生态稳定是影响甘肃省县域经济高质量发展的主要制约因素,也进一步说明,生态脆弱、敏感区要实现经济有效发展,应秉持“生态优先”发展原则,依托现代化政府管理体制,以市场要素激活、产业结构优化、城乡协调发展、经济成果全民共享、人居环境改善、自然生态稳定为导向,合力共促县域经济高质量发展。
High-quality economic development is related to the national economy and people's livelihood.This article takes the county as the research unit,and builds an evaluation system for the high-quality development of the county economy based on the four levels of economic vitality,social progress,resource and environmental support,and system deepening.Gansu Province is selected as the case study area,according to its geographic spatial characteristics,we divide Gansu Province into five geographical areas:the hilly and gully area of the Loess Plateau in central Gansu,the arid and semi-arid area of Hexi,the mountainous plateau area of Gannan,the Longnan mountain area,and the Loess Plateau area of Longdong.And Combining with the results of index measurement,we discuses the spatial differences of the high-quality development of the county economy in Gansu Province based on the perspective of regional differentiation,in order to provide policy inspiration for the high-quality development of the county economy in the western ecologically fragile areas,and also provide a new perspective for understanding the transformation of my country's economic development.The result shows that:(1)The high-quality development of county economy in Gansu Province is generally at a medium-to-low level,and the five geographical regions also have different degrees of development differences.The order of development level is Hexi District>Longdong District>Central District>Longnan District>Gannan District,deeply embodies the unbalanced and insufficient contradictions in the economic,social,ecological and institutional levels.It illuminates that there is a long way to explore the high-quality road of"innovation,coordination,green,open and sharing";(2)The diagnosis result of obstacle degree shows that environmental quality and ecological stability are the main restrictive factors affecting the high-quality development of county economy in Gansu Province.For ecologically fragile areas to achieve effective county economic development,it is necessary to uphold the basic principle of“ecology first”through the construction of modernization,by constructing a modern county-level government management system,promote the coordinated and orderly development of economy-society-environment based on the activation of market factors,optimization of industrial structure,coordinated development of urban and rural areas,sharing of economic results for all,improvement of human settlements,and stability of natural ecology.
