摘要
为科学评估人工影响天气地面作业安全风险,建立了与之相适应的安全风险评估模型(SCA-LEC)。该模型由两部分组成,分别为作业安全检查表分析法SCA和结合作业条件的危险性评价法LEC。采用作业安全检查表分析法SCA对人工影响天气地面作业中人员、设备、环境和管理等方面的危险因素进行辨识并现场核查,结合作业条件的危险性评价法LEC计算得到人工影响天气地面作业综合危险因素分值,从而确定评估对象的风险等级。模型降低了人为主观因素对人工影响天气地面作业安全风险评估的影响,提高了安全风险评估的科学性,为事故预防和安全管理提供了技术支持。
In this paper,a scientific safety risk evaluation model(SCA-LEC)has been established for effectively assessing the security of ground weather modification operation.This model was composed of work safety checklist analysis(SCA)and likelihood exposure consequence(LEC)method.Identification and confirmation of the hazard factors using SCA in the personnel,equipment,environment and management of ground weather modification operation,combined with comprehensive risk factors score calculated by the LEC method,a risk level of an operation can be determined.This model reduced the influence of subjective factors on the risk assessment of ground weather modification operation,improved the rationality of safety risk evaluation,and provided a technical support for accident prevention and safety management.
