摘要
资源环境承载能力评价是开展国土空间规划的基础,开展海岛资源环境承载能力评价研究是实现海岛经济高质量发展的内在要求。文章基于生态文明战略和绿色发展理念,结合海岛独特的自然-生态-经济-社会联系,从"自然资源-生态环境-社会经济-自然灾害"深度融合的角度,构建海岛资源环境承载能力评价指标体系,以分析人类开发活动中对海岛资源环境系统造成的压力。文章以中国最年轻的火山岛-广西涠洲岛为例,对海岛旅游活动对环境造成的压力进行评价,以促进海岛旅游产业的发展。结果表明:涠洲岛当前的承载能力处于"可载"状态,但部分指标的承载能力存在"超载"风险。从中长期发展的角度,涠洲岛资源环境潜力较大,海岛旅游产业的发展前景较好,但在部分关键领域存在一些问题和风险。文章最后提出相关政策建议,以推动海岛旅游经济和资源环境的协调发展。
The evaluation of the carrying capacity of resources and environment is the basis for the design of land and space planning. The work about carrying capacity is necessary to achieve the aims of island high quality development. This article constructs an evaluation system of the carrying capacity of island resources and environment, which combined the relation of nat ural, ecological, economic, social, and consideration the concept of ecological civilization and green development. The system achieves the deep integration of natural resources, ecological environment, s ocial economy and natural disasters. This article takes China’s youngest volcanic island, Weizhou Island in Guangxi as an example, evaluates the pressure on the environment caused by island tourism activities, and analyzes the economic and environmental trade-offs faced by tourist islands in the development process. The results show that the current carrying capacity of Weizhou Island is in a "loadable" state, but the carrying capacity of some indicators is at risk of "overloading". From the perspective of long-term development, Weizhou Island has resources and environmental potential, and the prospects for the development of the island tourism industry are good, but there are some problems and risks in some key areas. This article puts forward some strategic suggestions to promote the coordinated development of island economy, resources and environment.
