集体土地建设租赁住房试点政策研究——以北京市为例 被引量:19

Study on the Policy of Rental Housing Construction on Collective Land:Taking Beijing as an Example

摘要 研究集体土地建设租赁住房,对于完善我国土地制度,解决中低收入人群的居住问题具有重要理论和实践价值。本文详细剖析了集体土地建设租赁住房的背景动因,基于北京市实例,从主导主体、土地使用权、运营性质三个维度剖析"政府主导出资的公租房""企业受让土地的商业租赁""村企合作开发的商业租赁"三种典型的集体土地建设租赁住房试点,并从村集体收益与风险、土地增值收益分配、适用性等方面探讨各试点的差异。根据集体土地建设租赁住房尚面临的问题,提出四点政策建议:(1)完善集体土地入市流转机制,进一步推进土地供给侧改革;(2)完善金融支持政策,拓宽资金筹措渠道;(3)进一步完善利益分配机制,确保政府、企业和农村集体经济组织的收益平衡;(4)提高租赁住房标准,完善配套设施建设。 It is of great theoretical and practical value to study the rental housing construction on collective land in order to perfect the land system and solve the housing problem of the middle and low income people.This article analyzes the background and motivation of the nationwide collective rental housing construction.Based on the example of Beijing,from three dimensions of dominant subject,land use right,and operating character,this article extracts and elaborates three typical collective rental housing construction and operation pilot projects,i.e."the public rental housing pilot led and funded by the government","the commercial leasing pilot led by enterprises as land usership transferee"and"the commercial leasing pilot of cooperative development between villages and enterprises".Then,the differences among the three pilots are discussed in terms of village collective income and risks,land added value distribution and the applicability.Based on the problems of construction of rental housing on collective land,this article puts forward four policy suggestions,including:(1)improving the mechanism of transaction of collective land in land market and further promoting the land supply-side reform;(2)improving the financial support policies and broadening the financing channels;(3)further improving the benefit distribution mechanism,and ensuring the income balance of the government,enterprises and rural collective economic organizations;(4)raising the standard of rental housing and improving the construction of supporting facilities.
