摘要
人类命运共同体思想是新时期中国为全球治理做出的重大理论贡献,但自提出以来,国内外学界对其理解不一、冷热分明。文章从思想渊源、主体动机和实践路径三个层面,探讨了国内外学界关于人类命运共同体的差异化理解。研究表明,国内主要从中华传统文化、马克思主义来追本溯源,国外多从西方共同体思想、全球化视角探讨其思想渊源。在主体动机层面,国内学界侧重中国梦和全球治理视角,而国外学界更倾向于从零和博弈角度出发,对中国构建人类命运共同体动机存有疑虑。就实践路径而言,双方均聚焦于“一带一路”建设,但国内研究侧重法治、互通、治理等路径,而国外学界侧重软实力输出角度。国内外学界的认知差异事实上体现出“天下大同”与“西方中心”两种思想的博弈。基于此,中国有必要强化国际话语权意识,制定中国国际政治传播战略,推动国际社会对中国构建人类命运共同体思想的理解和认知。
The idea of forging a Community with a Shared Future for Humanity is an important theoretical contribution made by China to global governance in the new era.However,the domestic and foreign academic circles have taken the idea differently in sharp contrast since its proposition.This paper has probed into the different understanding of forging a Community with a Shared Future for Humanity from three aspects:ideological origin,subject motivation and practical path.As the research has found out,domestic scholars mainly trace its source back to Chinese traditional culture and Marxism,while foreign scholars think of its ideological origin from the perspective of a community in Western understanding and globalization.At the subject motivation level,domestic scholars usually focus on the Chinese dream and global governance,while foreign scholars tend to view it from the perspective of the zero-sum game,and have doubts about China’s motivation to build a Community with a Shared Future for Humanity.In terms of the practical path,both sides are concerned with the construction of the“Belt and Road”,with domestic researches focusing on the rule of law,connectivity,governance and so on,while foreign scholars focusing on the output of soft power.In fact,the cognitive difference between the domestic and foreign academic circles reflects the game between the idea of“a harmonious and united world”and“the West-centered theory”.Therefore,it is necessary for China to strengthen the awareness of international discourse power,formulate China’s international political publicity strategy,and promote the international community’s understanding of China’s idea of forging a Community with a Shared Future for Humanity.
