摘要
高等教育对外开放是我国教育对外开放的核心组成部分,是提高高等教育质量和建设高等教育强国的重要条件。我国高等教育对外开放体现出以下特征:主动开放,促进国家改革发展和文明交流互鉴;平等交流,珍视与世界各国共商共建共享;双向流动,发挥高等教育对外开放的发展性作用。当前,我国高等教育对外开放面临复杂国际形势考验、新冠肺炎疫情冲击、传统理念和政策制约、国际竞争力和话语权不足等挑战。我国高等教育对外开放战略选择包括:坚持高等教育对外开放,合力迎接大变局的挑战;服务“一带一路”倡议,构建人类命运共同体;扩大国际交流与合作对象和范围,构建广阔的高等教育对外开放格局;提升高层次人才培养能力和科学研究能力,加快建设创新型国家。
Higher education opening-up is a core component of China’s overall education opening-up.It is a critical condition for improving the quality of higher education and building a strong higher education system.China’s opening-up of higher education has the following characteristics:active opening-up,emphasizing on promoting both reform and development of the country,and civilization exchange and mutual learning;equal exchange,cherishing discussion,collaboration,and sharing with all countries in the world;valuing the two-way flow aims to fulfill the developmental role of opening-up.At present,China’s higher education opening-up is standing the test of complicated world situation,the shock of the COVID-19 pandemic,traditional perception and policy constraints,and insufficient international competitiveness and discourse power.This article proposes the following strategic countermeasures:persisting in the practice of opening-up higher education to the outside world,and collaboratively response to the challenges under the situation of profound changes;serving the“Belt and Road Initiative”cooperation and collaboration,and jointly building a community with a shared future for mankind;expanding the objects and ranges of higher education exchanges,and constructing a more favorable pattern of opening-up;increasing the high-level talent training and innovation capabilities,and building China into an innovation-oriented country.
