摘要
常压储罐一般指钢制立式圆筒形焊接储罐,广泛应用于石油、石化行业生产以及危险化学品仓储,一旦发生泄漏,即可能造成火灾、爆炸、环境污染等恶性事故。常压储罐的安全管理一直未纳入强制管理范畴,在法律法规层面上关于常压储罐检验检测的规定相对质乏,相关标准也未形成体系。当前常用的检验标准主要包括SY/T 5921-2017、SY/T 6620-2014和AQ 3053-2015和GB/T 30578-2014,这些标准规定的检验项目、合格评定准则、检验周期要求、人员和机构的资质要求各不相同,在科学性、实用性和适用性等方面都存在有一定的局限性和不适宜性,有必要对这些标准进行规范和统一,并建立和完善常压储罐检验的法规标准体系,以保证常压储罐的安全运营。
Atmospheric storage tank generally refers to steel vertical cylindrical welding tank,which is widely used in the production of petroleum,petrochemical industry and storage of dangerous chemicals.Once leakage occurs,it may cause fire,explosion,environmental pollution and other malignant accidents.The safety management of atmospheric storage tank has not been included in the scope of compulsory management,and the requirements for inspection are relatively scarce in laws and regulations,the relevant standards have not formed a system.At present,the inspection standards in use mainly include SY/T5921-2017,SY/T6620-2014,AQ3053-2015 and GB/T30578-2014.The scope of application,inspection items,qualification criteria,inspection cycle,qualification requirements of personnel and organizations of these standards are different,and there are certain limitations and inapplicability in scientific,practical and applicable aspects.It is necessary to standardize and unify these standards,and establish the standard system of atmospheric tank inspection to ensure the safe operation of atmospheric tank.
