摘要
第三方市场合作是中国推动国际经贸与治理合作的新尝试,是中国践行“一带一路”倡议、伙伴关系战略和“人类命运共同体”共识的新探索。文章从理论价值、历史逻辑和中国路径的角度,探讨第三方市场合作的内涵、运行逻辑、模式与价值,概述第三方市场合作的历史演进路径,总结西方国家第三方市场合作的基本逻辑,为当前合作的开展与深化提供经验教训,同时,探讨中国第三方市场合作的实践与面临的问题,通过比较探究中国的创新所在。文章认为,中国第三方市场合作的逻辑、理念和运行原则等与西方迥然不同,它摒弃了以霸权、强权为特征的西方逻辑,跨越了简单的国际经济合作范畴,朝着普遍的国际合作与全球治理的范式不断演进。在第三方市场合作深化的进程中,比较资源优势的物质基础作用、政治共识的意志促动作用、共同利益的根本推动作用,以及国家能力、意愿与战略的驱动作用,深刻改变着中国第三方市场合作的发展路径。中国在政府角色、原则机制、战略定位上创新发展第三方市场合作,致力于推动形成具有中国特色的思路与方案。
Third party market cooperation is a new concept that China has advanced to promote international commerce and governance,and which further represents a new effort under the China-led Belt and Road Initiative,the partnership strategy,and shared future for mankind.This article considers the concept,operational logic and models of third party market cooperation from perspectives of its theoretical value,historical logic and its roots in China.The article offers a review of the developmental path of the concept,summarizing also the logic of third party market cooperation as it has developed in Western countries,and taking lessons for the further advancement,and deepening of cooperation.At the same time,the article discusses the current state of and obstacles faced by Chinese third party market cooperation,using a comparative approach to illustrate the innovations associated with the Chinese experience.The article argues that Chinese third party market cooperation follows a different logic when compared with Western forms,as it transcends the simple international economic cooperation,instead evolving in the direction of universal international cooperation and global governance norms.As third party market cooperation has deepened,numerous factors have changed the path it has follow when it comes to China’s approach,including:factors related to comparative resource advantages,political consensus and will,the promotion of shared fundamental interests,and state power,will and strategy.Chinese innovation in this space has largely been a result of the role,principles,and strategic positioning of the government,which has endeavored to model an approach according to Chinese characteristics.
