摘要
老旧小区改造是我国的重大民生工程和城镇有机更新工程,对改善居民居住条件、满足人民美好生活需求和提升社区治理能力具有重要的战略意义。鉴于老旧小区改造的历程与推进意义,认为引入社会力量可以有效降低政府财政支出压力,提高小区改造内生动力,并有利于形成长效监管模式。通过识别分析社会力量所面临的主体协调、准入门槛、投融资回报等主要障碍,提出建立政府主导的多方协调机制,明确社会力量参与条件与收益方式,创新"投资—改造—运营一体化"的参与模式,采取后续空间资源特许经营等举措,以此构建引入社会力量的社区治理体系,进而有效提升老旧小区改造水平,提高改造后社区的治理能力。
The regeneration of urban residential area is a major national livelihood project and urban organic renewal project,which has important strategic significance to improve residents’living conditions,meet people’s needs for a better life,expand domestic demand,promote economic growth and enhance community governance ability.Based on the process and problem identification of old residential area reconstruction,the main reason for the inefficiency in the past lies in the fact that government investment alone is unsustainability to support the regeneration,and it is urgent to introduce social forces to actively participate.Through the analysis of the obstacles faced by the reconstruction of old residential areas,such as the coordination of multiple stakeholders,investment and financing mechanism,community governance and other obstacles,this paper proposes to establish a multi-party coordination mechanism led by the government,clarify the access conditions and income mode of social forces,and innovate the"investment transformation operation integration"participation and follow-up space resources franchise,so as to build a long-term community with social forces governance system,and then effectively improve the level of urban residential regeneration and community governance capacity after transformation.
