摘要
当前,随着计算能力的大幅提升和数据规模的暴增,人工智能技术获得快速发展,成为全球各国高度重视和竞相发展的带有"头雁"效应的引领型技术.与此同时,数据作为人工智能技术发展的重要资源,其重要价值进一步凸显,但也由此引发了一系列对于数据安全和隐私保护的担忧,数据安全问题已然成为人工智能全面发展的重要制约瓶颈和亟需突破的关键挑战.当前,全球各国高度重视人工智能数据安全问题,体现在国家战略、法律法规、标准规范、技术发展等多个层面.对当前全球各国的人工智能数据安全治理情况作了全面梳理和比较,并对目前破解此议题的技术领域的突破性进展进行了概述,以期为我国人工智能数据安全治理提供参考.
At present,with the substantial increase in computing power and the surge in the scale of data,artificial intelligence has developed rapidly and has become a leading technology with a"head goose"effect that is highly valued and developed by countries around the world.At the same time,as an important resource for the development of artificial intelligence,data has further highlighted its important value,but this has also triggered a series of concerns about data security and privacy protection.Data security has become an important bottleneck restricting the overall development of artificial intelligence and key challenges that urgently need to be overcome.At present,countries around the world attach great importance to the issue of data security in artificial intelligence,which is reflected in multiple aspects such as national strategies,laws and regulations,standards and guides,and technological development.This article comprehensively sorts out and compares the current situation of data security governance in artificial intelligence in various countries around the world,and summarizes the breakthrough progress in the current technical field to solve this issue,that which can provide a reference for data security governance in artificial intelligence in our country.
