摘要
当前,快速升级更新的电子电器产品极大地便利和丰富了人们的生活,但随之而来的是数量庞大的电子废弃物,造成严重的资源浪费和环境污染。为解决电子废弃物难题,各国纷纷制定法律和政策形成相应的管理制度,而生态设计逐步成为其中的核心环节。欧盟颁布的电子电器产品生态设计指令将多个主体纳入责任制度框架,体现了科学合理的生产者延伸责任、销售者补充责任和监管部门核查验证责任,对于各国未来建立和完善电子产品生态设计责任条款,全面发展循环经济有着重要的借鉴意义。
At present,the rapid upgrading of electronic and electrical products greatly facilitates and enriches people's life,but it is followed by a large number of electronic waste,causing serious waste of resources and environmental pollution.In order to solve the problem of electronic waste,many countries have formulated laws and policies to form corresponding management systems,and ecological design has gradually become the core link.The directive on ecological design of electronic and electrical products issued by the European Union has brought many subjects into the framework of responsibility system,which reflects the scientific and reasonable extended responsibility of producers,supplementary responsibilities of sellers and verification responsibility of regulatory authorities.It has important reference significance for countries to establish and improve the ecological design responsibility clauses of electronic products and develop circular economy in an all-round way.
