Investigation on the Allocation of Staff on Food Safety Risk Surveillance in Sichuan Province From 2015 to 2019

摘要 目的分析四川省食品安全风险监测工作人员队伍建设,为提高全省各级食品安全风险监测能力提供依据。方法收集2015-2019年四川省辖区内所有疾病预防控制中心填写的国家食品安全风险评估中心下发的质量管理表格,包括污染物与有害因素监测技术人员表、食源性疾病监测疾病预防控制机构人员表、食源性疾病监测哨点医院人员表。使用Cox-Stuart趋势检验对不同年份人员差异进行统计分析,检验水准α=0.05。结果 2019年四川省污染物与有害因素监测疾控中心总人数621人,相比2015年增加了5.25%;食源性疾病监测总人数1 951人,相比2016年增加了6.15%。随着哨点医院数量的增多,2017年四川省参与食源性疾病监测哨点医院的总人数17 159人,相比2015年增加了59.71%。专职人员全省各级普遍缺乏,特别是采样人员、质量管理人员、流行病学调查人员和信息报送人员。结论四川省食品安全风险监测人数总体较为不足,近5年无显著增加,专职人员普遍缺乏。人员不足制约了食品安全风险监测的发展。应继续加强食品安全风险监测体系的建设,充实人员队伍,加强专业培训。 Objective To analyze the allocation of staff of food safety risk surveillance in Sichuan province,and to provide a scientific basis for improving ability of food safety risk surveillance in Sichuan province.Methods The quality management forms prepared and issued by National Center for Food Safety Risk Assessment from all CDCs in Sichuan Province from 2015 to 2019 were collected and analyzed,which including the form of staff for food contamination and other foodrelated hazards surveillance,the form of staff for food-borne disease surveillance,and the form of staff for food-borne disease surveillance sentinel hospitals.Cox-Stuart was used to analyze the difference of staff in different years,withα=0.05 as the test level.Results In 2019,the total number of people in Sichuan CDCs for food contamination and other food-related hazards surveillance was 621,that′s an increase of5.25%compared with 2015,the total number of people for food-borne disease surveillance was 1951,that′s an increase of 6.15%compared with 2016.With the increasing number of sentinel hospitals,in 2017 the total number of people in sentinel hospitals for foodborne disease surveillance was 17159,that′s an increase of 59.71%compared with 2015.There was a general lack of fulltime staff in Sichuan,especially sampling staff,quality management staff,epidemiological investigation staff and information reporting staff.Conclusion The number of food safety risk surveillance staffs in Sichuan province is generally insufficient,and there is no significant increase in recent five years.There is a general lack of full-time staff.The lack of personnel restricts the development of food safety risk surveillance.We should continue to strengthen the construction of food safety risk surveillance system,enrich the staff and strengthen professional training.
