摘要
提出了一套以现有资源与技术为基础、以防止大规模传染性病毒扩散为目的、以减少出行人群近距离接触为手段、适应疫情防控特殊要求的综合城市交通系统与出行活动管控框架与措施。此管控研究框架里的主要措施包括四个方面:①出行需求管理(包括不同管控条件下的强制性和引导性的出行需求管理措施);②交通系统控制(在空间与时间上限制或调整某些特定的交通方式、交通设施或出行区域的运营和使用);③出行人群筛查(在关键交通场所或区域内快速检测出行人群与追查潜在病毒携带者);④隔离设施设置(使用政府统一规划和管理的集中隔离设施来隔离、观察、检查和治疗疑似病毒携带者)。聚焦于讨论这些管控策略的原理和内容,同时也简要地阐述了实施这些策略的关键技术问题、数据要求和解决方案。
This research proposes in an integrated framework a set of network-wide management and control strategies on transportation systems and travel activities for the epidemic intervention and control and discusses the implementation issues and methods of this strategies.The strategies could be categorized into four groups:①travel demand management(including compulsory and advisory demand management strategies);② transportation system control (limiting or adjusting the operations of certain transportationmodes, facilities and areas in space and time);③ travel population screening (quickly identifying thosevirus infectors from the travel population and tracing their activity trajectories in an urban transportationsystem or network);④ quarantine facility planning (for isolating, accommodating, monitoring, inspectingand curing suspected or infected cases). The focus of this paper is on a discussion of the rationale, purposeand efficacy of these strategies, along which the resulting technical problems, data requirements and solutionmethods for implementing these strategies are briefly suggested as well.
