摘要
“十二五”期间国家海洋局印发了《关于建立渤海海洋生态红线制度的若干意见》,划定生态红线不仅是生态保护领域的重点工作,更是生态文明制度建设的关键内容。受限于钻井平台空间,渤海区域生活污水无法得到有效处理,对海洋生态环境造成威胁。以渤海地区钻井平台为研究对象,结合钻井平台的实际情况,制定了钻井平台生活污水“零排放”技术方案。并在此基础上建立了钻井平台污水收集舱设计标准,对收集舱容积、舱洗舱管线及外输泵、收集舱通风及安全、收集舱结构等进行了明确规定。最后根据钻井平台生活污水“零排放”技术要求对渤海五号钻井平台进行改造。
During the 12th Five Year Plan period,the State Oceanic Administration issued“Some Opinions on Establishing Marine Ecological Red Line System in Bohai Sea”.The delimitation of the ecological red line is not only the key work in the field of ecological protection,but also the key content of the construction of ecological civilization system.Limited by the space of drilling platform,the domestic sewage in Bohai area can not be effectively treated,which poses a threat to the marine ecological environment.Taking the drilling platform in Bohai area as the research object,combined with the actual situation of the drilling platform,the"zero discharge"technical scheme of domestic sewage of the drilling platform is formulated.On this basis,the design standard of sewage collection tank of drilling platform is established,and the volume of collection tank,tank washing pipeline and export pump,ventilation and safety of collection tank,and structure of collection tank are clearly specified.Finally,Bohai No.5 drilling platform was reformed according to the technical requirements of"zero discharge"of domestic sewage.
