摘要
管理科学与工程是一门运用系统科学思维引领管理活动及指导管理行为、注重运用数学语言与科学范式对管理问题进行分析、预测、决策、优化和调控,并主要通过设计和构建"工程"、"类工程"等人造系统作为解决管理问题方案的学科。在我国管理学领域各个学科中,管理科学与工程是发展最早、基础最厚实的学科之一。今天,在我国管理学发展取得巨大成就之际,对新中国成立以来我国管理科学与工程学科发展历程进行回顾与总结,让我们深切地感受到:70年来,我国管理科学与工程学科发展的现实道路深深铭刻着我国独特的国情与文化烙印,同时以其自身科学内核的强大生命力开掘出一条曲折崎岖、顽强前行的道路。面向未来,我们应该继续发扬笃步前行、创新不止的精神,开创我国管理科学与工程学科发展的新局面。
Management science and engineering is a discipline that utilizes systematic scientific thoughts to guide management activities and behaviors.It emphasizes the uses of mathematical language and scientific paradigm to analyze,forecast,decide,optimize,and regulate real-world management issues,and establishes manmade engineering systems to solve these management issues.Of various disciplines of management sciences,management science and engineering is the one with the longest history and most profound foundation.As the history shows,during the past 70 years,our country has undergone a significant change in politics,economy,society,science and technology,and education,etc.At a macro level,the overall political and socio-economic environment and transitions in China have significant impacts on the development of management science and engineering discipline.At a micro level,the practical needs to solve real-world management issues in this country push forward the development of this discipline and are also influenced by it.Therefore,instead of making a general statement about some relevant events happened in the past 70 years,we need to deeply analyze the major influences from the era,country,society,and system on the development of management sciences in China from a panoramic perspective.Furthermore,we need to do summary and introspection.In general,it is the authors’basic scientific historical view that the development path of China’s management science and engineering has been engraved with China’s 70-year unique national conditions and culture imprint,and the discipline is promoted and influenced mutually by the large number of practical management demands in China.Today,we review and summarize the development of management science and engineering during the past 70 years at this moment when China’s management sciences have gained great achievement,and we can’t help noticing that the development of this discipline has been constantly and deeply influenced by the unique national conditions and culture,and it explores a winding,arduous,but bright and promising path using its powerful scientific inner core.During the development of management science and engineering,the transition from the periods of"following"to"paralleling"has historical meaning,because it is an overall trend from a broader view of time scale.The"paralleling"period,stepping from the"following"period,gradually reduces the reliance on academics abroad and strengthens the self-consciousness of developing innovation,which makes this transition an evolving historic process.In the meantime,we have to admit that the tasks at the"paralleling"period of the development of management science and engineering have a long way to go,especially in terms of creating our own academic system,discipline system,as well as discourse power system.In the past 70 years,China’management science and engineering has experienced an extraordinary path full of adversity,resurrection,growth,and development.The current academic environment is very good,and China is placing more and more supports on the development of management science and engineering.The current socio-economic situation and practical issues are bringing a series of new challenges as well as new opportunities.We need to learn the spirits of the old generation of system and management scientists,and take our own responsibility bravely at this historical moment.We should continue to move forward with the everlasting innovation,and create a new era of management science and engineering discipline in China.
